VNC over telnet

I'm having trouble understanding how this works, but I am led to believe that it is possible. Here's the situation:
Machine A has port 23 open to all comers for telnet.
Machine B has port 5900 open to machine A for VNC.
I'm on machine α, which can see machine A but not machine B. I would like to VNC to machine B using the telnet connection to machine A. How do I set up the connection to achieve this?
